Abstract
Fiber will replace copper to be the major network transmission media. As PSTN Local Switch (LS) have high maintenance fees and have been approaching the end of life, PSTN network will be completely migrated into Voice over Broadband (VoBB), so there is no 5-kilometer limitation in the last mile. Therefore, less central office building real estate is needed. This paper is based on the various parameters related with central offices to build a mathematic optimization programming model. This model will help telecom companies to consolidate and reduce the amount of central offices (CO) in a cost-effectiveness manner.
