Abstract :
In order to understand the current level of university emergency capability, first introduced the subjective and objective environment faced by our universities, the content and current situation of university emergency management, the emergency capability assessment in universities. Secondly introduced the principle and method of applying catastrophe theory to assess emergency capability. Finally construction the evaluation index system of university emergency capability, and use of catastrophe theory to a university in Xi´an for an application example, analyzed the related aspects of emergency preparedness, crisis handling and emergency recovery abilities which were represent the university emergency capabilities, the calculation results accorded with the actual situation, and showed that applying catastrophe theory to assess university emergency capability has great advantages.
