Abstract
This paper proposes a semantic method for distributing service data from an SMS to distributed SCPs. The service data is classified and then distributed in two phases. In the first phase, the SMS processes the data that immediately affects service execution. In the second phase, the SMS processes the remaining data. Data overwriting on an SCP makes data consistency easy to achieve. This method allows the SMS to concurrently execute OLTP and non-OLTP processes, and it can be applied no matter how long the SCP recovery time
