  • Abstract
    Emergency material allocation is the core of the emergency relief response activities. This paper focuses on the problem of emergency material allocation based on maximum material utility. First, affected areas´ material demand urgency and emergency donations´ effectiveness evaluation index systems are proposed based on the analysis of emergency material allocation system. Then an optimal model based on maximum material utility is suggested to avoid the blind donation of emergency material. Finally, the solution of the model is analyzed and a simulation case is given with results that prove the effectiveness of the model.
