Abstract :
Based on systematic theory and fuzzy theory, the principles of systematicness, scientificity, objectivity, comprehensiveness and operability are proposed which must be provided in constructing unconventional emergency capability assessment model. The application of hierarchy tree is used to set up hierarchy structure of emergency capability assessment index system. The weight of each assessment is determined by application of hierarchy analysis, and the unconventional emergency capability assessment model is constructed. From the fuzzy theory point of view, the evaluation diction is converted into the corresponding triangular fuzzy numbers. By using fuzzy arithmetic rules, the subordinate function is solved, and then the function is converted to the relevant rank language operators of emergency competence level. A simulation and verification is executed in a particularly city. The result proves that the study expectation is achieved through constructing emergency capability evaluation model which can be widely applied in the assessment of unconventional emergency capability to the local governments.
