Abstract
A method of modeling taxi-out time is a basic requirement for the surface traffic management of congested airports. Existing methods of modeling assume that congestion occurs in geometrically predefined queuing areas and can e difficult to apply when queue lengths are highly variable. This paper presents a method of taxi-out time modeling where taxi-out time is expressed as the sum of a congestion-independent unimpeded time and a congestion-dependent excess time, and is designed to be applied to the surface traffic flow at Narita Airport where the length of the departure runway queue fluctuates greatly. The results of applying the proposed method to Narita Airport traffic data are also shown.
