Abstract
BNR Europe Limited has developed a Monte-Carlo Simulator for networks of GSM radio cells. The simulator outputs Grade of Service measurements such as: probability of call blocking, probability of call failure, averaged C/I measurements for the region simulated and numbers of handovers generated in the system. The purpose of the Simulator is to examine the effect of operating parameters in the GSM system upon the system performance and to evaluate algorithms for the control of GSM systems. This paper describes the Simulator and illustrates its use, for instance, in showing that handover performance is very sensitive to the parameter HO-MARGIN
