This paper introduces the problem of capital guarantee in China´s energy industry as a starting point, discusses transformation and upgrading of new energy industrial investment fund in energy industry and the role that it plays in sustainable development with the combination of 3E Energy System, and makes a study of the founding of China´s new energy industrial investment fund based on the analysis on the status of financing and investment of new energy industry and the necessity, feasibility and founding process of new energy industrial investment fund.
