Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Contamination flashover directly affect the safety of coal production, by analyzing the pollution flashover mechanism is Characterization Equipment Leakage current drawn outer surface of insulation for insulation levels of representative physical quantities, the alarm value determined for the online monitoring system provides basis. External insulation design of substations and can find the online monitoring system fault and alarm, to ensure the safe operation of the system.
