Abstract :
Jawa Bali power system is a complex system that consists of 22.275 MW installed capacity of generation, 438 substations and 20.276 kmc of transmission line. Jawa Bali Control Centre (JCC) is the multi regional control centre that control energy management and 500-kV switching in Jawa Bali The complexity and the urgency of power system in Jawa Bali need the ability of dispatcher to make critical decision in a very short time. Based on survey, 99,9% of decisions made within 1 minute tend to be wrong and it needs 2 hours to have 99% possibility of the right decision. Moreover, it is estimated that up to 90% of work place accidents have human error as the cause. Since dispatchers work at the sharp end of the system, they have to be trained well and continue. Senior dispatchers don´t guarantee that they are experienced in facing disturbance in system. In JCC, since the beginning of 2007, DTS is used regularly to train the existing and new dispatchers. In 2008, JCC conducted training for all dispatchers in Jawa Bali of 75 people from 5 control centers. This is the first DTS installed and used in PLN. Incorporation with the Training Centre, JCC conducted regular training that certifies national dispatchers. In this paper, hardware configuration of DTS is presented and described. There will be explanation how DTS can simulate the real-time behaviours of the system and operation of all protection devices in the system. The way of DTS to do role-play of system blackout and restoration will be covered thoroughly as well. In advance, there will be share experience of dispatcher in using DTS.
