Abstract :
Government Information disclosure, as a wide range of issues, has a positive impact on the construction of socialist democratic politics and on government scientific decision-making to prevent the corruption of power. In the sudden public crisis, government´s information disclosure is the key to effective government response to the incident. It will help the government to better safeguard social public security, protect the right to be well-informed for all citizens, effectively curb the spread of rumors, and create a good image of the government. Whether government information is timely, authentic or comprehensive is closely related to the government capability and efficiency of dealing with public crises, and even to the government´s credibility and legitimacy. To start from the basics and theories of government information disclosure, this paper tries to set out the necessity and importance systematically in the public emergency by reference to the Chinese government´s concrete actions in the earthquake in Yushu, Qinghai Province; and to summarize the lessons of government information disclosure learned from the earthquake.
