Abstract :
This research adopts stratified sampling with random sampling methods and uses household survey of one-to-one interview. It makes the large-scale continuous tracking study to estimate the income of 913 staff families which in state-owned forest zone of Heilongjiang Province and contrast the difference before and after the national nature forest protection program in 1997, 2004 and 2007. Based on the large-scale empirical investigation, this article uses SPSS statistical analysis system to analyze the current situation and problems of the staff income. And this article mainly proposes the strategies to improve the current existent situation of states-owned forest staff: via to develop the economy of forest zone to enlarge employment and reemployment; to change the employment conceptions, and to strengthen the training for professional skills; to perfect the reform of property and to safeguard the legitimate rights and interests of staff; to enlarge the investment of productivity, to develop non-public sector economy and to increase the staff income.
