Abstract
According to “People´s Republic of Emergency Response Act” issued in 2007, this paper is committed to construct the indices system of meteorological disasters emergency management capability. The indices system consists of five parts, which are disasters monitoring capability, disasters prevention capability, residents emergency preparedness capability, emergency response capability, post-disaster recovery capability. This paper improves the TOPSIS method by using entropy-weighting, and then establishes evaluation model of meteorological disasters emergency management capability. This model can solve the multi-index evaluation problem, and has a good effect. Hence, this paper does empirical research on the China´s 31 provinces (municipalities and autonomous regions). The empirical results show that this built model for evaluating meteorological disasters emergency management capacity is strongly operational and practical.
