Abstract
MPEG-4 fine-granularity-scalable (FGS) video coding is novel for supporting a continuous bitrate spectrum. We propose a new video quality metric that considers the user´s preference of spatial-temporal quality tradeoff. A practical rate control scheme for FGS videos is developed accordingly, to provide constant perceived quality over time.
