Abstract :
We propose a new kind of fairness criterion, elastic fairness, for continuous media (CM) IP multicast traffic. The criterion is used to perform congestion control for CM IP multicast flows together with a multicast measurement algorithm and a multicast congestion control mechanism. Therefore, the controlled CM IP multicast traffic satisfy both elastic fairness in transient state and proportional fairness in steady state.
