Based on the datas of R&D appropriation expenditure, human input and GDP from 2001 to 2008 in Heilongjiang Province and gray correlation analysis method, this paper established three different models to analyse the relationship between science & technology investment and economic growth. The results showed that GDP has positive correlation with R&D appropriation expenditure and human input, R&D appropriation expenditure play more important roles; GDP have high correlation with enterprise fund and application reseach, that shows enterprise fund and application research make great contribution to Heilongjiang economic growth. According above results, this paper puts foward three advices to science & technology investment of Heilongjiang Province.
