Abstract
Despite the rapid growth of electronic commerce in recent years in China few studies have been published to assess the efficacy of current governmental Web sites. In this paper, a detailed and original assessment index is suggested to measure the Web sites of Chongqing foreign trade enterprises focuses on three categories: site content, functional service and construct quality. The suggested methodology is equally valuable for analyzing commercial, educational and non-profit making organizations. The scoring mechanism is explained by using the analytic hierarchy process (AHP). The result indicates that the development of foreign trade enterprise Web site is in a nascent stage as a whole. Finally, a series of implications of this study are presented.
