Information technology highly developed, industrial organization reformed, industrial value chain being divided and reassembled and global production network is forming. City group formation and development face new economic environment. The paper advance a three-dimension research frame of agglomeration economy including spatial agglomeration, industrial agglomeration and value section agglomeration of region enchasing in global production network, and city group development strategy based on the three-dimension frame of agglomeration economy.
