Abstract :
Following the elements of the National Innovation System, the paper analyzes the government behavior of the National Innovation System. Then the paper breaks the traditional innovation framework which includes enterprises, universities and research institutions at the core of enterprises, and constructs a new framework of the National Innovation System at the core of government which gives full consideration to all kinds of social organizations and environmental factors.
