Abstract :
This paper put forward a bidding-decision frame system which was based on risk analysis, and gave a case study of its application. The conclusions are as follows: (1) Research on risk management and bidding decisions has important values in mitigating the losses once risk happen. (2) The research should be dynamic, because the risks in the construction are dynamic. (3) The analysis should be both quantified and qualified.
