Welcome to AESS tutorial VIII

We are pleased to offer Tutorial VIII to members of the IEEE Aerospace and Electronic Systems Society (AESS). This is the eighth tutorial published by IEEE AESS. The frst one was published in January 2004. Two kinds of tutorial articles are offered. The frst is a primer on an established topic, while the second introduces us to a topic of emerging importance. In both cases, authors are for the most part noted experts willing to share their knowledge and experience in a written feld guide. Tutorial VIII includes two tutorials on established topics.
