Abstract
In a large power network controlled from different energy management systems (EMSs) organized in hierarchical levels, the security of the physical device control among the different levels is a key issue. The purpose of this paper is to describe IBERDROLA´s approach to solve this problem, i.e. controlling the same physical device from different control centers without endangering the security of the system. The implementation is performed through a transfer of control authority philosophy fully integrated in the software of the affected control systems
