Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

To adapt to the new round tidal wave of global education reform, China should duly shift its undergraduate education paradigm. Relying on the idea and framework of total quality management, a new paradigm of undergraduate education should be constructed. And this new paradigm should be based on student centered education to pursue future effectiveness and develop the students´ ability of self-access learning, lifelong learning, creativity and multiple intelligences. In the new paradigm, the education idea will be innovated and promoted due to close attention and meeting the needs of customers. Undergraduate teaching will no longer be limited to classroom. Process control will be applied to improve the whole course of teaching, including the input, the process of teaching, and the outcome. The space and time of teaching will extend to the whole teaching staff, and the internal and external customers from the former classroom teaching and school education.
