Research on the design of strategy-oriented environmental protection performance management system of party & government leaders at the County and City levels

The article pointed out the principles of strategy-oriented environmental performance management system design of party and government leaders at the County and City levels: strategic orientation, a high degree of participation, focus on performance improvement, systemic thought, continuous communication. It has discussed aspects of performance management system of party and government leader at the County and City levels, such as of the strategy development, the design of performance indicators system, the performance management process and the usage of performance evaluation results..This paper briefly describes the flow of strategy-oriented environmental protection performance management of Party & government leaders at the county and city levels from the formulation of governmental environmental protection strategies, the decomposition of environmental protection strategies of county and city governments, as well as the making, implementation, assessment, result feedback and application of performance plan, etc.
