    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

    The post-modern public administration is built on the basis of critical theory of modern public administration. It has stressed that the public administration should be more responsive to the needs of society. Charles ·J · Fox, has constructed the whole system of post-modern public administration. He proposed the concept of discourse theory on basis of the constructivism, the structural theory, combined with the theory of public energy field. He advocates that there should be more open dialogue and debate in public affairs, that more rights of speak should be given to the public so that public policy can fully reflect the interests of each involved.
