    As the main housing security policy in China, economically affordable housing makes important contributions to solving the housing difficulties of low-income families. According to the monetary subsidy reform of economically affordable housing in Changsha, this thesis makes a comparative analysis theoretically and empirically of the efficiency between “bricks subsidies” and “heads subsidies”. Finally, the author draws the conclusion that the implementation of monetary subsidies in Changsha is more efficient. But, however, that the monetary subsidy system can not replace the in-kind subsidy system. Only when these two systems combine with and complement each other can we solve the housing problems for the whole community effectively.
