Abstract :
Low bitrate video coding is very important in image data transmission via telephone links, radio channels etc. There are two main requirements- small frequency bandwidth of the transmission channel and satisfactory quality of decoded video frames. In this paper is presented an effective image codec, which is based on Karhunen- Loeve transform. First is described the main idea of this image codec, then follows description of mathematical background, at the end are presented experimental results.
