    Talent management started “Personnel”, with the transition to the “Human Resources”, and is shaping as the “ Human Capital”. It marks profound changes from human power to human resources, and to specialized human capital. And such a transition is supported by the endogenous economic growth theory regarding human capital. It led human power-oriented management to a dynamic and systematic, strategic management. The new management practices embodied in the human resources planning, strategic management infrastructure building, strategic management mechanism forming, cultural integration in human capital management and so on.
