Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The construction and operation process of project is also a learning process. The project´s learning effect includes not only accumulating knowledge and skills, but also adding the information which is not known in the phase of decision-making. Since the knowledge, ability and information which are learning by practice are all belong to later information, if the project is a one-time decision, the added information will not be effective. Therefore, it is an effective way to cope with the cumulative effect of learning that it is necessary to make the decision flexible, allow some opportunity windows in the original decision to revise in the future, and let the added knowledge and information support the following decision. “Flexible” decision arrangement includes: waiting flexible, conversion flexible, switching scale flexible, program abandoning flexible, and phased implementation flexible, etc.
