The “embedded” consideration for IT project management of E-government system

Aiming at the problem of unbalanced development of construction and operation of E-government system in China, this paper points out that currently there exist five problems such as inconsistency, layout, flow, isolated knowledge and evaluating strategy between construction and operation of E-government system, using the field survey and theory analysis methods. Based on relevant theories, from the angle of view of IT project management, the “embedded” development strategy for construction and operation of E-government system is proposed from five aspects of IT tactic selection, IT concurrent design, IT management mode, IT management process and IT management feedback.
