The optimal control problem with linear object equation and the quality functional containing p-degree component is under consideration. The existence and uniqueness of the optimal process is proved. The universal regulator is constructed through equations with partial derivatives similar to Lur´je-Riccati equations. The case of harmonical obstacle is specified
