Abstract
Summary form only given, as follows. We investigate the scattering of an electromagnetic wave by density fluctuations when the frequency of the pump wave is close to the upper hybrid frequency. It is shown that the differential scattering cross section in the region above the instability threshold region is greater than the usual thermal noise term by 2-3 orders of value for typical ionospheric and hot plasma parameters.
