Abstract :
The dispatch of runways is an important issue at multi-runway airdromes, which influences the use efficiency of runways and traffic safety at airdrome. The automatic system for runway dispatch can help controllers harmonize each runway more efficiently. In the system, how to establish the optimization of dispatch strategy when aircraft takeoff and landing at multi-runway airdrome is the key technique. In this paper, the Markov decision process theory is used in establishing the optimization of dispatch strategy of aircraft takeoff and landing at multi-runway airdrome. This approach takes the characteristics of the multi-runway dynamic system serves the aircraft takeoff and landing into consideration, and it avoids the situation that runways are overloaded by assigned takeoff aircraft and are not available for landing aircraft. As a result, this method yields the different optimization strategy according to different demand density of the aircraft for runway use, and it may reduce the average long-term delay cost at multi-runway airdrome to the minimum
