Abstract
Just as information contains the explicit and implicit values of its creators, so does the metadata that represents these objects. This paper discusses issues of fair representation in the ethical design, creation and use of metadata, data about data. Ethical issues arise in the planned design of metadata, the creation of surrogates as representative of data or text, as well as in the use and ownership of the metadata in electronic environments
