Abstract :
This paper presents a method for designing or upgrading measurement placement plans for state estimation purposes. The method allows a measurement placement plan to be obtained that besides making the associated system observable, maintains the observability against loss of one or two measurements. In order to do that, the redundancy level of the available measurements are evaluated and, if necessary, increased. The redundancy level of the measurements is identified from the relationship between the measurements and the equivalent states, that are obtained from a convenient exchange of basis in the state space. One numerical example illustrating the proposed method is given. The method is successfully tested in several measurement configurations, considering the IEEE-14-bus and a system of 121 buses of the ELETROSUL, a Brazilian utility
