Abstract
This paper presents a systematic approach to establish the complexity scalability of MPEG-4 Fine-Granular-Scalability (FGS) to fulfill the requirements of Universal Multimedia Access (UMA). We also present receiver-driven streaming strategies using the proposed FGS-based system.
