Abstract
The article presents comparative analyses of Turkish and Russian high school development concerning private-state partnership in academic sphere, the role of universities in contemporary life, and their integration into the European structures (Quality Assurance system, internationalization of higher education) that is of interest in light of Russian academic system changes and the increase of national competitiveness.
