Abstract :
In extreme low bit rate environment, there are much more distortions in the video stream produced by present H.264 reference software model. This paper proposes a new rate control method using pseudo frame skip technology. The method takes advantage of H.264 syntax element and mode selection mechanism and prevents frame skipping under bit rate controlled. The experiment results indicated that the proposed method make the bit allocation more reasonable and enhance the visual quality of the coded video sequence.
