Abstract :
Wireless communications technologies have been evolving rapidly and as on these shared environments, the available bandwidth is of great value, video coding at ultra low bitrates (ULBR) plays an important role on the development of convergent and interoperable video based multimedia services. For this purpose, we use the most recent standard for video coding, MPEG-4 AVC/H.264, which provides the greatest compression among the existing video coding standards. In this paper, we study the performance of the H.264 codec at ULBR. From our study, we have realized that ULBR video coding should rely on the reduction of the frame rate to achieve a better subjective quality.
