Abstract
An OGC Sensor Web Enablement (SWE) is a type of sensor network or geographic information system (GIS) that is especially well suited for environmental monitoring. However, there are few problems associated to SWE like delays similar to the Head-of-line (HOL) blocking in buffered telecommunication switches and slow response of OGC SWE during emergency tasks. In this paper, we propose a scheduling algorithm for Sensor Planning Service (SPS) which is one of the OpenGIS® Standards for reducing delay. We assign the task considering frequency usage of sensors to solve the problem. Moreover, our proposed algorithm can provide not only better response time but also immediate processing of emergency tasks as compared to the conventional SWE system.
