Abstract :
There are a wide range of measurements of thermal atmospheric radiation at wavelengths λ≅0.5; 0.8; 1.35 cm for obtaining data on the basic meteoelements-on the cloud liquid water content, temperature and humidity content of the atmosphere. Together with this there are the problems of the definition of impurity gas components (O 3, CO, N2O, etc.), investigation of the near-ground layers of the atmosphere as well as definition of the small humidity content in extremal climatic conditions (at low temperatures t≲-30°C). To solve the above problems it is reasonable to use measurements of the atmospheric radiation in short-wave region of the millimeter range (the wavelength λ≃1-3 mm) and in the submillimeter one
