  • Abstract
    Not only do the urban traffic emergencies badly disturb the normal traffic order, but they also cause great harm to the society. When handling urban traffic emergencies in an efficient manner, it is important to determine the time and place of an urban traffic emergency and the way it may change, to develop and release the emergency-respond plan rapidly, as well as to have both commanding and dispatching efficient and well coordinated and the handling measures timely and reliable. With the purpose of providing the useful reference for the urban traffic management practice, this paper discusses the issues of hardware and software design and application functions design in constructing of decision and command support system (DOSS) for rapid handling of urban traffic emergencies, and proposes the working procedure of applying DOSS to handle urban traffic emergencies rapidly.
