  • Abstract
    There are many collision accidents between small and large ship in Bay and the surrounding water with the communication problem. These accidents cause people´s death, make the environment pollution and the normal sail upset in the channel and the nearby water. So it is necessary to prevent the accident. When we look for a reason of the accident, we found most of the accidents happened by no communication or unsmooth communication between the ships. In assessing collision risks and making a plan for collision avoidance, a navigator predicts future movements of the encountered ships. Effective communication between encountered ships and the way for confirming ship´s intention are expected to improve navigation safety. The VHF Radio is an effective communication tool on board. Actually, VHF Radio communication increases. But communication still has problem in linguistic barriers and in misunderstanding messages from noisy VHF Radio [1]. This paper aims to using GPS and the 3G network to give an advanced warning and telephone information exchange service system between the small ships and large ships in port and nearby, and define the existing VTS (Vessel Traffic Service).
