Abstract
In response to the concerns of several major customers about the quality and availability of INTELSAT IDR (intermediate data rate) services and IBS (INTELSAT Business Services), COMSAT Laboratories designed and developed an outer codec and demonstrated its capabilities. The improved system was proposed to the INTELSAT Board of Governors in early 1992 and was approved in December 1992. The paper describes the innovations in filtering, synchronization, and interleaving which were included in the design of the improved system. It also presents the results of software and hardware simulations and field trials
