Abstract
Summary form only given. It is proposed that global, weather can be ameliorated with the aid of a technique using deeply penetrating laser or ion beams which could penetrate beyond 0.15-0.2 g/cm/sup 2/ of target material. It has been shown that hybrid drive and related concepts can reduce convergence ratios of the pulse that ignites the target. It is emphasized that the final pulse can use an arbitrarily small convergence ratio, for the direct ignition of compressed fuel.
