Abstract
One rate control algorithm using human visual system (HVS) for block-based video coding is presented. Rate control algorithms may not achieve a good balance between spatial and temporal quality automatically and are not suitable for bandwidth fluctuation situation. To solve this problem, an algorithm that takes into account HVS is analyzed. This algorithm is able to adjust the operating point of the encoder automatically according to the motion of the sequence. By adjusting the encoding frame rate, this algorithm can achieve higher coding efficiency and is suitable for realtime applications
