Abstract :
The author gives a simplified understanding of the physics which occurs during the taking of an electrostatic measurement on a moving or stationary web. By understanding the physics a logical procedure for making measurements follows. Measurements on a free-span of web are discussed as well as measurements of a web against a grounded roller. The safety meaning of the 5000 V rule for a free-span of web is also discussed
