Abstract
More often than not, systems tend to be termed intelligent when their own structures, processes and rule systems possess the capability to transform into intelligent system components. Through this paper, we make a sincere effort to apply the concept of intelligent governance to large-scale urban systems, primarily cities (Hoboken, New Jersey), by prioritizing the key subsystems that can prove to be vital performance indicators in terms of sustainability of these cities. In doing so, we highlight the inter-relationships among those engineering components of the system, as a whole through the implementation of the CLIOS process.
