At present government entity information system is independent construction by entity, there are many differences in the using software, data formats, and other aspects, It lacks of unified planning and overall normative standards, resulting in difficulties of information sharing and interaction between various systems. Therefore, We should plan by emergency data sharing and exchange platform uniformly, Using the various emergency information resources integration for emergency decision-making portal, application and information resources provide basic services interface of data exchange, resource management, Realizing departments in the application of data communication, information sharing and interconnection, To achieve the level of policy-making data in the application of the interconnection, sharing of information. The paper is based on information resources situation of government entity, In the study of service-oriented architecture (SOA), based on the functions from the system, performance, scalability and security perspective, proposed SOA-based data sharing and exchange platform for the design and implementation.
