The research of effectiveness assessment of unconventional emergency plans based on scenario

Effectiveness Assessment is the final part of disposal unconventional emergency. It can summarize experience and prepare similar thing in the future. This paper first described how to choose the emergency plan of unconventional emergency and how to adjustment the emergency plan to optimal,based on analysis scenario and scenario evolution. Then give us the effectiveness assessment index system for emergency plan of unconventional emergency and study the method of effectiveness assessment. The research hopes to provide some theory basis for the effectiveness assessment of unconventional emergencies management.
